1. Public Grievances Related to CPSEs / Autonomous Bodies
The Ministry of Heavy Industries handles public grievances pertaining to the following Central Public Sector Enterprises (CPSEs) and Autonomous Bodies.

2. Scope of Public Grievances under MHI
Only grievances related to the above CPSEs and Autonomous Bodies fall under the purview of the Ministry of Heavy Industries.
No other private or government companies are covered under MHI for grievance redressal.
3. CPSEs Under Liquidation (Sub-Judice Cases)
The following CPSEs under liquidation have been transferred to the respective Official Liquidators. As these cases are under adjudication before competent Courts/Tribunals, they fall under the sub-judice category and are not taken up under the CPGRAMS mechanism:

4. GST Concession for Persons with Disabilities (PwDs)
The Ministry of Heavy Industries (MHI) earlier issued GST concession certificates for small cars to eligible persons with orthopaedic disabilities, as per the Department of Revenue’s Notification dated 30.09.2019. This allowed such persons to purchase vehicles at a concessional GST rate of 18%, instead of the standard 28%.
Subsequently, with the issuance of Notification No. 09/2025-CT(R) dated 17.09.2025 by the Department of Revenue; the same concessional rate continues to apply directly for orthopedically disabled persons. Consequently, MHI has discontinued the practice of issuing GST concession certificates.
It is clarified that the Ministry of Finance is the competent authority for GST-related concessions, whereas disability-related policies are formulated and implemented by the Ministry of Social Justice & Empowerment.
5. Issues Not Taken Up for Redress (As per DARPG Guidelines)
The following categories of cases are not considered for grievance redressal:
- RTI matters
- Court-related / Sub-judice matters
- Religious matters
- Service-related grievances of Government employees, including disciplinary proceedings, unless all prescribed departmental channels have been exhausted (as per DoPT OM No. 11013/08/2013-Estt.(A-III), dated 31.08.2015)
6. Public Grievances Related to Electric Vehicle (EV) Policies / Schemes
MHI is implementing various schemes across the country to strengthen the electric vehicle (EV) ecosystem and promote faster adoption of electric mobility. Details of these schemes are available on public domain on the website of Ministry of Heavy Industries’ website.
However, the following issues do not fall under the purview of MHI:
- Matters related to private OEMs, dealerships, or service centres.
- Grievances regarding vehicle quality, servicing, delays in delivery, etc. Such issues may be taken up with the concerned EV manufacturers, dealers, or appropriate consumer Redressal forums.
